Effective April 1, 2013 a new regulation goes into effect due to the Durbin Amendment of the Dodd-Frank Wall-Street Reform and Consumer Protection Act. This amendment requires that debit cards provide consumers with the ability to access their accounts through at least two unaffiliated payment networks. Today, our benefits debit cards provide one signature network. To be in compliance with the amended act and resulting regulation, we must add a PIN (Personal Identification Number) network.
The new PIN network will provide card holders with the ability to pay using a PIN (Personal Identification Number) at the point of sale, in addition to the current signature process. Keep in mind that this is optional. The use of a PIN is not required when using the Benny prepaid benefits card.Card holders can continue to use their Benny Prepaid Benefits Card as they always have – no change required, simply by swiping their card and providing a signature.
Beginning March 21, 2013 Benny prepaid benefits card holders can call1.866.898.9795 to self-select a PIN using an interactive voice response system.
