2011 Benefit Information and Required Notices

The Patient Protection and Affordable Care Act (commonly referred to as Health Care Reform) will result in changes of which you need to be aware as we enter 2011.  In accordance with newly required notification procedures, University Human Resources would like to provide to all employees with a summary of changes and other relevant information. 

Cedarville University has determined that our Anthem Blue Access PPO plan is defined as a “grandfathered plan” under the Patient Protection and Affordable Care Act.  As permitted by the act, a grandfathered health plan can preserve certain basic health coverage that was already in effect when the law was enacted.  Being a grandfathered plan means that your Anthem Blue Access PPO plan may not include certain consumer protections of the act that apply to other non-grandfathered plans, but must comply with all required consumer protections as outlined within the act.  Questions regarding which protections apply and which protections do not apply and what may cause a change in status from grandfathered to non-grandfathered may be directed to the Employee Benefits Security Administration, Department of Labor, at 1-866-444-3272 or by visiting www.dol.gov/ebsa/healthreform.  This website has a table which summarizes the relevant information.    

Adult children up to age 26 of all eligible employees now have access to our health plan.  Employees with children whose coverage previously ended – or who were not eligible for coverage – because of age are eligible to enroll in Anthem Blue Access PPO through Cedarville University.  Eligible employees covered by the health plan my request enrollment for such children effective as early as January 1, 2011.    For more information or to enroll eligible child, please contact Cindy Fisher, Benefits Coordinator, by email at fisherc@cedarville.edu to request enrollment forms. 

The lifetime limit on the dollar value of Benefits under the Anthem Blue Access PPO through Cedarville University no longer applies.  Individuals currently enrolled will have no lifetime limitation imposed on most services including, but not limited to, ambulatory, emergency, preventive, mental health, substance abuse, rehabilitative, laboratory, pediatric, hospitalization, maternity, prescription drug and disease management services.  For any plan participant whose coverage ended by reason of reaching a lifetime maximum limit under the plan are eligible to re-enroll in the plan.  Such employee will have until December 31, 2010 to request re-enrollment.  

If you are eligible for health coverage from your employer, but are unable to afford the premiums, assistance may be available to you to assist with paying the premiums.  You may contact the Child Health Insurance program (CHIP) office by calling 1-877-KIDSNOW or visit www.insurekidsnow.gov to find out eligibility information and how to apply.  Once it is determined that you or your dependents are eligible for premium assistance, you are permitted to enroll for a 60-day special enrollment period following the determination of your eligibility.   For more information or to enroll during this special enrollment period, please contact Cindy Fisher, Benefits Coordinator, at extension 4126.

University Human Resources Announcement

Lisa Todd recently accepted the position of associate vice president of human resources at Cedarville University. She previously served as director of human resources, as well as staffing coordinator for a number of years.

Todd will lead University-wide human resource functions while serving as the human resources representative on the Provost Leadership Team and President’s Cabinet.

Todd says of her new role; “I look forward to serving Cedarville University as associate vice president of human resources. The past 17 years of service in various roles at the University has helped to prepare me for this exciting challenge! I hope to build upon an already strong and vibrant resources department.”

 

Prescription Coverage Information – Express Scripts

On April 1, 2010, Anthem changed their pharmacy benefit management function from NextRX to Express Scripts.  Members should keep their current ID cards, and may direct any questions to Customer Service at 1-800-962-8192.   

What Isn’t Changing:

  • Express Scripts Pharmacy order processing times are the same as what members experienced with NextRx. For refills, standard order processing time is three to five days, and standard order processing time for new prescriptions is 10 to 14 days.
  • As if April 1, if a member had refills remaining on current prescription(s) at NextRx, the information was sent to the Express Scripts Pharmacy. The member will be able to place the refill orders online or by phone, in the same manner as today.
  • Members taking specialty medications will not experience changes upon migration. Specialty medications will continue to be dispensed primarily through PrecisionRx Specialty Solutions. 

What Is Changing:

  • Members  filling orders after April 1, 2010 should send new prescription orders to the Express Scripts Pharmacy.
  • To place an order by mail, members should complete the new patient information order form (available on the Human Resources website) and send it, along with the prescription(s) to the new St. Louis, Missouri address. 
  • If members have refills remaining at NextRx on an active prescription less than one year old, the information will be transferred automatically to Express Scripts. Members will be able to place the refill orders online, by mail or by phone, in the same manner as they do today.
  • Existing mail pharmacy customers may notice changes to the automated phone system, as well as the color and layout of paperwork in order packages from the Express Scripts Pharmacy.

 Web Experience

Members who currently use the website to access pharmacy information will continue logging into the same site. However, as of April 1, you will be redirected to the Express Scripts website and asked to provide registration information. This information will be used to manage your pharmacy benefits and preferences for communication and privacy.

Other web changes include:

  • Customers of Home Delivery from the Express Scripts Pharmacy will now have a convenient Bill Me Later payment option.
  • Members will also have automatic-refill options with the Express Scripts Pharmacy.
  • Members will not be able to pay a balance or apply credit over the web, as they could with NextRx.
  • Regular refill reminders for adult dependents will no longer be available.
